We thank the Members who attended the Seminar on Budget connect 2016 – at Hotel Green Park on 1st March 2016. We are happy for their participation and suggestions which are as follows.

1. Convening a Seminar again on “Ease of Doing Business in Telangana – A Way Forward” taking stock of the progress made upto the end of the current Financial Year 2015-16.

2. Considering a 10% discount of the arrears which are due for the renewal of Membership for SSI Units.

3. Expediting the process of bringing out the TECCI’s quarterly journal and Monthly News Letter.

We are pleased to inform the Members that their suggestions are well taken and the following steps are being taken in this direction

1. We will organize the Seminar as mentioned above in the month of April/May 2016 after reviewing the whole industrial scenario up to 31.3.2016. We will be inviting the concerned top Government officials both from the State and Central Governments along with prominent industrialists and the Academicians to deliver their lectures.

You may be aware that Telangana state is positioned at 13th rank when compared to other Indian states. According to the implementation status revealed by DIPP, Government of India, AP occupies the second place.

2. We will offer a special discount of 10% on the Membership dues provided then renewal is made before 15th March 2016 to keep their names in place before the next Annual General Meeting. It is left to the discretion of the medium and large industries to avail this facility.

3. We have already commenced the process of bringing out the above publications. We are very keen and hopeful that we would be in a position to release them on the second anniversary of the state on 2nd June 2016. We will request our Hon’ble Chief Minister to release these publications.

TECCI will submit its own Report at the Seminar. The Members are requested to extend their help and co-operation in conducting our programs successfully.

We are pleased to inform you that Centre for Public Policy Research (CPPR), one of the premier think tank based in Kerala in association with Telangana Chambers of Commerce and Industry (TECCI), one of leading Chamber bodies in Telangana is organizing a Round Table Conference on Ease of Doing Business in Hyderabad on 25th February, 2016 at Dr MCR HRD Institute at Jubilee Hills. The Conference is aimed at identifying regulatory barriers; suggest possible reforms to assist the efforts of Government of Telangana in ease of doing business in the state. Overview:

Economic Development is a key imperative for any State to sustain GDP growth. Proactive and business-oriented policies and functional administrative procedures pursued by the State Government largely encourage investors to set up businesses. This in turn fosters overall development of the State. It is heartening to see the efforts taken up by the Government of Telengana to boost its economy through the great efforts on Ease of doing business in the state including Single Window Clearance, Land Bank, Randomised Inspector allocations etc. Given the larger mandate and efforts taken up by the government, it is appropriate to channelize and streamline the same towards the larger objective- developing a favourable business ecosystem in the state.

It is in this light that Centre for Public Policy Research, one of the leading think tanks based in Kochi, Kerala is proposing to host a one day Conference on Ease of Doing Business. Having had the experience of working with various state governments, especially in Tamil Nadu, Kerala and Karnataka; it is in the larger interest of CPPR to help and assist the state towards understanding the regulatory barriers and effectuating reforms. This Conference will host roundtable discussions with the government representatives and industries to identify the key areas where reforms need to be initiated and propose possible ways to improve the business climate in the state. We therefore believe that the current initiative will align with the interest of the government and businesses or investors who have shown tremendous interest to 'make and work for Telangana's cause'.

Objective:

The main objective of the Conference is to get a feel of the challenges and bottlenecks that corporates are facing while starting, operating and exiting of businesses in addition to throwing light on the ways in which the regulatory barriers could be overcome. The issues thus captured will be complied in the form of a memorandum and submitted to the State government for initiating correctives measures. CPPR has been closely working with various States in ease of doing business and aims to assist the efforts of Central Government especially Department of Industrial Policy and Promotion (DIPP) in this regard. CPPR is hosting the first South Indian Conclave on Ease of Doing Business on 11-12th March at Kochi, Kerala bring key people from the states to brainstorm on ease of doing reforms.

We are extremely glad to inform the Members and other software companies that Mr.Vinod Dham, the father of Pentium Chip, USA is visiting India this month. He is making a visit to Hyderabad on the special invitation of TECCI for a day in the last week of January 2016.

TECCI will organize appointments with HE The Governor of Telangana, Hon'ble Chief Minister and Minister for IT, Secretary, IT&EC, Managing Director, Telangana State Industrial Infrastructure Corporation and other top Government officials for exploring the possibilities of IT related projects and infrastructure in Telangana state.

Mr.Vinod Dham is an inventor, entrepreneur, advisor, mentor, and venture capitalist. He is popularly known as the Father of the Pentium chip, for his contribution to the development of highly successful Pentium processors from Intel.

He sits on the Boards of many companies including promising startups funded through his India-based fund - Indo US Venture Partners, where he is the founding Managing Director.

Mr.Vinod Dham's accomplishment as the "Father of Pentium" and as an Indian-American technology pioneer from Silicon Valley, is being celebrated at a first-ever exhibition on South Asians in the National Museum of Natural History in Washington DC, highlighting Indian-Americans who have helped shape America.

ISSUANCE OF CERTIFICATES

The Members are requested to note the following procedure for obtaining the following certificates.

CERTIFICATE OF MEMBERSHIP :

The Membership Applications Forms will be scrutinized by the Committee constituted for this purpose within two or three days. The individuals / corporates have to submit all the relevant documents as mentioned in the Application Form. Inadequate information may delay the process of scrutiny. Once the application is approved, the Membership Certificate will be issued within 10 days as the certificates will be printed thrice on 10th, 20th and 30th of every month. The Certificates will be couriered on the next day.

LIFE MEMBERSHIP :

The applications for Life Membership will be considered only after two or three years of the Enrollment. This is not applicable for major corporates of high reputation.

CERTIFICATE OF ORIGIN :

The Certificates of Origin will be issued only from the month of February/March 2016. Meanwhile if any Member requires, TECCI will organize through the Agency recognized by the Ministry of Foreign Trade, Government of India. The Members have to submit the prescribed form with all required details along with the Processing Fee.

The Members are requested to collect these certificates on any working day between 2 PM and 5 PM from the Administrative Office, Hill Fort Road, Hyderabad.

REVIVAL OF SICK AND INCIPIENT COMPANIES

The Department of Industries, Government of Telangana, has come forward to extend a helping hand to the viable sick and incipient industries for their revival in pursuance of the new Industrial Policy.

The Members are aware that TECCI has also focused on this issue along with various other recommendations and suggestions while submitting its Report to the Hon’ble Chief Minister in the month of July 2014.

We request the entrepreneurs and industrialists of Micro, Small, Medium and Major Industries to submit the prescribed form duly filled in and signed to TECCI immediately for onward submission to the Commissioner of Industries. The prescribed Form is attached.

STATUS OF DORMANT COMPANIES

According to a data provided by the Ministry of Corporate Affairs, Government of India, there are about 5000 dormant companies in Telangana State which is a matter of serious concern. Due to the lack of cooperation from the earlier Government in the combined state, these companies did not perform and prosper well and consequently attained the dormant status. The Members are aware that the dormant status will attract the following provisions among other restrictions.

Under Companies Act 1956, disqualification was applicable only on the Directors of the Public Companies, now the word ‘public company’ is being replaced by ‘company. By virtue of this amendment it becomes applicable to all the companies both in the Public and Private sectors.

→ Proviso to Rule 8 of the Companies (Miscellaneous) Rules, 2014 says that a dormant company cannot remain as a dormant company for more than five (5) consecutive financial years. If it remains so, then the Registrar of Companies shall commence the process of striking off the name of the company from the Records.

→ Earlier Disqualification provided under section 274(1)(g) was substituted by section 164(2) which affects earlier section as follows.

The Members are well aware that In the process of making a GOLDEN TELANGANA, the state Government has introduced a first of its kind industrial policy called Telangana State Industrial Project Approval and Self Certification System (TS-IPASS) Act, 2014. Which was duly passed in the state Assembly.

Under these circumstances, TECCI has drawn up a program to approach the Ministry of Corporate Affairs, Government of India, New Delhi to consider the waiver of penalties imposed on late filings the way this facility was kept in place recently.

The Members and other viewers are therefore advised to approach the help desk at TECCI in case they are interested in availing this facility.

Depending on the response, we will appropriately approach and request the Ministry for extending the time limit and reducing the penalty to a greater extent compared to the last waiver as mentioned in Company Law Settlement Scheme This will greatly pave the way for entrepreneurs and industrialists in bringing their wagons back on the rails.

PRESENTATION OF BUSINESS FOR PEACE AWARDS - 2016

The ICC World Chambers Federation, Norway presents Awards entitled “Business for Peace Award“ every year. The Foundation grants these Awards to a selected number of exceptional business leaders acknowledging and recognizing their commitment to ethical business practices.

Being a partner organization, TECCI was approached and advised by the ICC World Chambers Federation to send nominations of the deserving companies with a good performance in order to present this Award for the year 2016 .The following are the relevant dates.

2. The Award Ceremony will take place in Oslo, Norway, on 10 May 2016.
